Money laundering in Saipan - drug revenues, kleptocracy, the usual. China is trying to control the same behavior at casinos in Macau because most of the money being laundered is capital leaving China. Another not inconsequential amount of money being gambled in Macao are funds embezzled from the Chinese government and companies. All problems which need to be controlled.
