There are plenty of drug dealers and others around the world who need to launder money. Not everything on the world is about China.

All they need is a small nation-let where cash can be brought in without questions and a casino which lets people convert cash into chips without tracking, then chips into a check or wire transfer.

Saipan must have met all these requirements. If not there must have been something other than money laundering going on, like a casino skim.
