Yes, I agree with you. Location is key. And the location we are targeting is relatively new city center, public transports, key roads and highways, and a series of important facilities. Location also increase your options. If market turns cold, you can always lease your property.
Since the nineties Lisbon changed a lot. The Portuguese still have that can do attitude. But institutions are stronger now. Nowadays almost no one dares to build illegally. Lisbon is now a much more cosmopolitan city. In the last 10 years foreigners are discovering Lisbon and coming to live here. During the crisis, Lisbon city center suffered little with the crisis and now it is booming, with prices going up 50% in the last 3 years. Old buildings are being rehabilitated at a fast pace. But the new supply is still short for the increasing demand of foreigners and of new Portuguese families. I should have bought two years ago, but at the time I was not married yet, and that was key step to make :)
