If that is your understanding, you don't understand the meaning of the word in this context.

It has nothing to do with public exposure. It has a lot to do with when a person that is of interest, say a Russian spy, communicates with an American citizen. We will call him DJT. When the information is transcribed, the American's identity is blacked out. Someone with adequate security clearance, say Rice, reads the transcripts and wonders who is playing footsie with an enemy of America. She can request the identity of the American malefactor.

Now given the people that Trump hangs around with, American mobsters, Russian mobsters, Russian oligarchs and their hanger ons, it wouldn't be surprising if there are a lot of these legally monitored conversations on record. Both between Trump and Americans he is associated with. I suppose you think that Trump and his associates should be shielded from investigating their connections with those people because, well he is Trump. But the real world doesn't operate that way. You hang around with and have business dealings with bad people, you are going to be collateral damage at a minimum.

But, I understand,You think he should be above the law.
