Trump is an impulsive spoiled brat who has always done what ever he fancies at the moment - what ever he thinks will make him popular in that moment. In his business when it's time to make a decision he is well known for doing what ever the last person who talked to him suggested. In this case I'm sure it was H.R. McMasters, his head of the National Security Council.

Will he ever decide to give up on trying to negotiate with the Freedom Caucus, which will always say no, and become a bipartisan leader? I'm certain Trump probably has no idea himself. Even in that it probably depends on who he's talked with last just before he makes the decision.
