No they aren't. The two are intertwined. If you consistently vote for Republicans down ticket, that is going to make things difficult for someone at the the top. As you yourself noted. Despite the Republican track record of promoting things that damage the people you champion. The Democrats used to support many of the things the Trump voters claim to want. What did it get them? Voted out of office. Consistently. That is what led to the rise of the "new" Democrats, spearheaded by Bill Clinton. Their idea was to co-opt Republican stances on issues that the Reagan Republicans claimed they wanted. Now, many of the same voters are Trump supporters who claim those policies are hurting them. Despite consistently voting for people who promoted those policies.
