That seems unlikely. Kim the Fatter is in a state of war with South Korea/USA with regular attacks and threats of attacks and crimes such as murder of his half brother.

Kim is in no way a civilian though I don't recall him dressing up as a soldier. He is the military boss, no ifs buts or maybes or separation of powers or other differentiation that I can think of.

I'm very cynical about USA attacks hither and yon and get "Chomsky" accusations over at Politics for Pros. But in the case of Kim the Fatter [probably Fattest as I recall no other North Koreans who come close to competing with his obesity], I wouldn't think badly of the USA if they did assassinate him.

Similarly, with Saddam Hussein though I thought it a bad idea to conquer Iraq based on the lie of WMDs and especially to disband the military and other institutions of civil order in Iraq.

It might not be a good idea to assassinate him as the likelihood of carnage is great. But it would be understandable.

So to specifically target Kim for assassination is murder of a foreign dignitary that has threatened to, But as a Nation has not actually committed a crime against the US. Basically it would be tantamount to a war Crime.
