I was observing that because we end up paying for the un-reimbursed medical care for people without insurance no matter what, it would be cheaper for us if people without insurance got their medical care at a clinic rather than at an Emergency Room.

It would be cheaper, still, if there was an agreement in place that we would pay the clinic when the bill is due, to avoid having to pay the legal fees that are incurred when the clinic tries to collect payment from people without insurance.

We end up paying for it all one way or another, and it just makes sense to make it as cheap and streamlined as possible.
