I think my folks began recycling before the first Earth Day, so it almost seems like we've always been doing it. Calif. has mandatory recycling. Apples' big problem is that I don't think we currently have the necessary above-ground inventory of lithium and rare earth elements. We even have programs to recycle electronics. The cost is included in the purchase price. California's Existing E-waste Recycling Laws cawrecycles.org
