And often they tend to be tied to incredibly important governmental functions and unfortunately there is either a poor understanding of how to migrate efficiently to a new system or due to a lack of knowledge an unwillingness to fund projects to newer technologies.

I will admit to being able to work on an ASR-33 before I would admit to being able to program in COBOL.

Heck, even .NET.
