It may be many things. Trump definitely does not represent the Presidency in a Statesman like fashion that I think most of the world is used to despite saying he would be the MOST Presidential. He also tends to comment on what he had heard from Fox News and roll with it before conferring with his advisors and reviewing his intelligence. He is after all privy to perhaps the single most sophisticated intelligence and reports available in the world. If he wants to know something all he has to do is ask and a specifically tailored report will be made for him. Instead he says things that just plain make him and the office look foolish. Like the whole Carrier Strike Force heading to North Korea when it wasn't.
