"if the income would have come from a development on his land, now left empty, that economic activity is lost" Maybe it will happen on my land, instead. From what I hear tell, a tenant farmer is currently doing just that, with medical marijuana. Government not only gets a lot of revenue at the end, it gets a lot in the beginning, at least at the state and local level.
