It doesn't really matter who starts them. The other side usually retaliates and they often escalate from there. In this case, it appears that technology had given American dairy operators a way around some very restrictive tariffs that Canada has. So, they attempted to close that hole. The US retaliated. Which is always the problem with protective tariffs. The idea that we can slap tariffs on imports from certain countries, like China and/or Mexico, and nothing happens is farcical. .
