TC: It is a subtle but very pointed position the SEC takes. This way they do not expose themselves to any possible misunderstanding by brokers and dealers. The brokers and dealers are told in no uncertain or ambiguous terms - you will not quote a bid or asked price for RMIL stock until you are absolutley certain that you the broker dealer have complied with the terms of 15c2-11 and not because 11:59PM of January 6, 1998 has passed and you therefore feel the stop order has expired.

At least that's how the language of the trading halt reads to me.
