I use Firefox for all my browsing. I simply open another window using explorer which starts FreeStockCharts automatically. It runs on the machine all day like that and I simply click that icon anytime I want to look at a chart. It isn't in the way of anything, it's free and one heck of a good deal.
Sounds like you may have placed too many restrictions on your needs. This idea is free and adequate.

Not pushing Widgets, but the Dashboard is still available in MacOS Sierra, but hidden.
