It is not the same thing, but in urban planning there is the concept of "transit-oriented development" that has proved to be quite successful. This is where development is encouraged within ten minute walks (more or less) of train and bus stations.

Not quite the same thing either is the interstate highway system that built, nearly from scratch, a whole new more efficient system of connecting hubs.

While we may wonder whether central planners have the wisdom to site new rail lines and highways in the most efficient places, soon enough they become like rivers and other coveted pieces of the landscape and are utilized for economic gain. This is not a mystical fantasy...
