Your questions can be answered in the 9th chapter of Romans.

"verse 18-20-- Therefore hath he mercy on whom he will have mercy , and whom he will hardeneth. Thou wilt say then unto me. Why doth he yet find fault? For who hath resisted his will.? Nay but, O man, who art thou that repliest against God? Shall the thing formed say to him that formed it, Why hast thou made me thus? Hath not the potter power over the clay."

michaelo: Place the clay and the wax in the sun. One is hardened , one is softened. God hardens or softens in the same way. His mercy is available to whomever will accept it. For those that do not accept his mercy they will be hardened.

All men have a choice each day they awake. Shall I be wax today or shall I be clay. It is the same sun for both of us. We are more responsible than the wax or clay because God gives us freedom of choice.

God does not view mankind as material to be manipulated or formed against our wills. We have within us, each of us, the will to humble ourselves and receive mercy or to harden ourselves , and therefore any judgement we receive as a result will be of our own doing.
