Quite frankly, your Trump bashing seems to be a rather severe case of throwing out the baby with the baby water. Yeah, I'm the one who bolded that passage. He should've done it long ago. If you want to blame someone for the delay, blame the Senate for not confirming appointees in a timely manner. You can blame the Senate for plenty of things but not for not confirming appointees that haven't been chosen. That changed on May 9, when the president announced he planned to nominate Robert Powelson and Neil Chatterjee for Ferc terms ending in 2020 and 2021, respectively, giving the agency a quorum. The two nominations you said I hadn't read about were just named last week.
