Wouldn't software written to standards run on windows as long as a 'standards' JVM is used? Wouldn't this be what the Activator would do?

Activator can ensure a common Java VM, provide you install it and use it, but I would think you still have to consider Microsoft's implementation of the JVM as used by their development tools. So Activator is a big help but it doesn't take away Microsoft's ability to undermine customer choice completely. Activator was a very good move on Sun's part, no doubt about that.
