Why do you suppose, or do you know, they are defending the extant footprint rather than zoning or otherwise regulating to disallow at-risk new construction? Or maybe they're doing both. I've always thought that the first step would be to disallow building anything intended to last longer than the time available in vulnerable locations. You could build a cottage on the beach, for example, because beach cottages aren't intended to be permanent, but not a high rise condominium or a museum.
