If you have ever witnessed the workings of a Government bureaucracy created to give money away you would understand. They start small and as they give away more and more money they begin to grow. The person who began the give away program now is in a move up the pyramid as they hire more and more people to assist in giving away more and more money. Of course the pool of recipients of this money has to grow also. Finding people who deserve the money becomes an issue for the beauracracy to grow. Standards that existed initially to make sure only the needy were receiving the money begin to fall away. Eventually people without a real need are supported with the money given away by a bloated "money for all" bureaucracy.

Who is to blame? The real question is what is to blame. The answer is human nature. The Demonrat Elite have taken advantage of the realities of human nature to gain power over the country. They have done it by creating bureaucracies set up to give away money.

The ones who instituted the program are not to blame because they say their motive was to help those with real needs.
The ones who began the implementation of the program are not to blame. They did a good job giving money away and the business grew and they had to hire more and more employees to assist in giving away money.
The early recipients of the money are not to blame they had a real need.
The later recipients were just taking advantage of free money the program was begging them to take.
The next generation of those taking the money were just continuing the way they were raised. It is all they know. So generations of leeches on society and an underclass of government supported citizens are created and it all began with a little government instituted charity.

Today we even have Government bureaucracies established to assist people in taking full advantage of all of the bureaucracies who are giving away money.

HUD is a prime example of a Government bureaucracy set up to give away money. It started small and now is a behemoth.
