I agree that this Reg S (which was first announced months ago) is not as bad as most. The Reg S was for stock and options at a specific price. The worst kind of Reg S is when a company issues convertible securities which convert into common stock at a percentage of the bid price at conversion. For example, 80% of the average bid price for the 5 days prior to conversion. Those kind of Reg S's usually kill a stock because the buyers of the Reg S securities have an incentive to knock the stock price down so they get more shares.

In TELE's case, there is no incentive to knock down the stock price. Additionally, I was told that the Reg S stock was put into strong hands. I don't believe that the price weakness recently is due to Reg S shares being sold. However, I'll look into this possibility anyway.

Also, I was told that October's Reg S would be TELE's last.
