Huh? Tool vendors don't do labor. They write software and sell it. Some of them have service divisions that do labor. Some of them have agreements with service providers that will use the tools they produce. Some tool vendors have both.

I think you meant service suppliers will do most of the labor.

Or, did you mean 'factory' type service suppliers?
