Microsoft has been a global giant for decades and knows their responsibilities and that is why they gave away Windows 10 an expensive piece of software. By giving it away they felt they could standardize the user base and also reduce security issues. The problem is they can't force users to upgrade other than encouraging them to make the move.

I can remember a few years ago when I was at Microsoft, sitting in a conference room and watching a Nasa conference presentation and during the discussion one of their computers rebooted and when it started up it displayed Windows XP logo. Everyone at Microsoft groaned in disbelief and amazement that Nasa was still using Windows XP, This was at a time when Microsoft was pushing Windows 8.
