There's something fundamentally wrong with that. Can you understand what it is? Imagine if you're the POTUS and you've committed mass murder. They call the witnesses to the killings and the POTUS then has them quashed. The POTUS is NOT above the law. President Pussy Grabber has committed rape and he's so lucky that NY statutes of limitations has excused him from prosecution. PPG (president pussy grabber) has used threats to quash such things from progressing. If PPG can rape, he probably is capable of murder (at least having his Russian operatives do it for him).
