The number and dollar amount of Malpractice claims has dropped pretty significantly. It is partially attributable to tort reform iirc. But the big things are the use of defensive medicine and inflation in the health care economy, while claim settlements held steady.

state law is just all over the place. I couldn't make any sense of it lol.
