The Russian collusion investigation began before the election. It didn't target Trump personally till Trump said openly (to Lester Holt and the Russian foreign minister and ambassador) he fired Comey in order to shutdown the investigation into Flynn and others. That's when the obstruction of justice investigation probably began ... at present we only have Trump's tweets as official confirmation of that.

How can the assistant AG recommend firing of Comey then select a Special Counsel to investigate the firing of Comey as obstruction?


Because he was ordered by Trump to draft arguments for Comey's firing and none of Rosenstein's arguments had to do with the Russian investigation. There was no investigation of obstruction until Trump provided evidence of obstruction. Obviously.
