I'll answer the question, but first, I'd just point out that the mandate is a perfect example -- maybe THE perfect example -- of why single payer will not work in the United States (but might in other places). In the US a simple mandate like required daily pickup (even when not needed) can destroy efficiency.

A sensible alternative (e.g., calling or texting a request for pickup when needed) `can readily be deployed by UPS, Fedex, or anyone else. But the Federal Government? Such policy changes are regulatory nightmares. While USPS might be an extreme example (because of the constitutional mandate), it has recently begun to operate more like a for-profit business and it is benefiting from that.

But it still lacks any cogent package tracking mechanism, which I suppose every for-profit carrier of any substance now offers as standard for their services.

Thanks for a great example of why we don't want government running our health care system. I don't think I could have picked a better one.

Answer to your question: The for-profit companies do not do what USPS is mandated to do because it is stupid and no business would be in business for long if they did it. Duh.
