I'm thinking just the opposite.

The problem dates back to WWII when health benefits were offered by employers to get around wage controls. Before that people could pay for most medical care out of pocket and had cheap major medical plans for the big stuff. My dad worked intermittently as a common laborer yet we paid for doctors and Blue Shield paid for my hospital stay of a couple of months. Nixon, like Obama, was trying to deal with an inherited problem that we had fallen into.
