There is no scammer to that scenario. AE will do what he has to do to get the purity back to 99.9% The consequences of those actions can only be appreciated and evaluated in the PFS So he has time from the point of proclamation that the Flow sheet is done, too the point he has to document its expense, which is PFS to keep trying to find something better. So my bet is PFS will not be done for 2 years. So he gets to window dress the Flow Sheet to make it appear he has solved "the problem" and then 2 years to try to actually fix it.
