It may be a case of the hardware is not able to run on a newer OS. I don't think this is a big mistake as the media like to portray, and I don't think it will put the ship at risk. The media like to over hyper negative news. Like I said before a state of the art hospital in my city runs XP.

I'm not a battle ship builder, but if I were, after installing the best systems available, I'd configure their displays to mimic some obsolete operating system available to the general public before I allowed media photographers access. I haven't decided if the Captain's system should feature images from "The Legend of Zelda" or "Crash Bandicoot N. Sane Trilogy" though, or to reserve the latest game screens for Admirals. Cheers, PW.
