FAA is taking first steps towards Free Flight in Alaska and Hawaii through a program called Flight 2000. The 2000 refers to the number of aircraft such a system would support in Alaskan and Hawaiian airspace. The agency wants to put in a supplemental budget request for $110 million this month or next, as part of a total $400 million budget. Full modernization of the National Airspace System (FAS) is expected to cost $13.5 billion.

According to the trade publication, Inside FAA, the Cargo Airline Association is planning to establish the anticipated Automatic Dependent Surveillance-Broadcast system together with GPS, which would emerge "from the development of collision-avoidance systems for all-cargo aircraft." Inside FAA says "The complete system will be tested on 12 aircraft and 18 ground vehicles in the Ohio and Mississippi Valleys. The association's program is already well under way, with equipment installation set for next August and operational approval by the end of 1998." The question is, is Trimble in the middle of these tests?
