No. Nixon was a liberal. EPA, OSHA, affirmative action, wage and price controls, keynesianism. You might think he wasn't a liberal because he was anti-communist, but in those days liberals WERE anti-communist. Nixon wanted federally supported national health care for all and a negative income tax for the poor but didn't get those passed. Even Democrats balked at the cost. I remember being a teenager in the late 1960's and I found the negative income tax shocking.
