The S-Bahn network has been expanded considerably since 1989. Here's a link to the current status: s-bahn-berlin.de
It's just that the Berlin city administration invests too little. The fleet is old, there are too few trains which often break down.

As you say U-Bahn is more reliable. Driving mostly in tunnels they are also less exposed to crazy city life like kids playing on the rails or suicides which frequently block S-Bahn rides.
