I would suggest you wait until mgmt. buys shares. At these levels, the valuation of the stores is simply too cheap (see previous posts). If mgmt. does not step in and buy shares at these levels considering the valuation, then one cannot probably expect the co. to make any money for shareholders.

I e-mailed investor relations and received a reply that co. insiders hold 45% of WCEC's stock, and that blackout periods prevented insiders from purchasing more shares. Insiders can't buy more shares before a bond offering etc., because their purchases could be construed as manipulating the market, especially if the co. immediately goes sour after a successful offering.
