DEC investor relations confirmed that they have pre-announced earnings disappointments in the past. However, investor relations was clear in describing "significant" as a management decision based on published SEC regulations. When I asked about minor variations to published earnings estimates, i.e. a couple of cents either way, investor relations fell back on "it's completely up to DEC management".

I'm taking the no pre-announcement to mean that there is not a "significant" change to their business. Investor relations also pointed out that all public companies must follow the same SEC regulations and we all know how unforgiving the Street is with a non-significant miss; Oracle and Sun come to mind...neither of which made a pre-announcement.
