I think the bottleneck (if there is one) is going to be with accountants/attorneys that specialize in SEC filings (ie. things that must be disclosed, reviewing them, etc.).

All SEC filings after I believe it was Jan 1, 1998 must be electronically filed, and that paper filings would only be accepted on a hardship case.
