Actually using them is not the point of ICBMs. NK just needs convince enough people that they have them so they can join the club and secure their country's independence. And dictatorship or not being in the club has its benefits.

Also I think, from a defensive view point, being able to hit or not hit the US is mostly a moot point. If they can strike US allies that should cover them in most scenarios. In other words, it is hard to imagine a scenario where the US takes them out because they cant hit us when they can hit a bunch of our allies.

Is NK crazy enough to initiate an attack? Who knows, but I don't see it being much more likely then some of the other countries already in the club. Heck I would put the US at the top of the list of countries most likely to nuke someone right now with maybe NK as a tie once they are a little further along...
