In recent years (last 3+) the ENSO index is up (El Nino) which does exactly that: more Pacific cyclones, and less Atlantic hurricanes.

During El Nino conditions, the Atlantic has more vertical wind shear which lessons the development of strong hurricanes. During El Nina conditions the Atlantic has calmer vertical wind shear which is conducive to stronger hurricanes. This is independent of ocean temps, which is the fuel for hurricanes.
