The Pineapple Express would pound the place occasionally. I lived for a few years at 6K feet in the San Bernadino Mts at the east end of the Basin, and we could get > a foot of precip in a major storm, either rain or snow depending on the temps. Once woke up to 4 feet of snow in a single night.

There is a cold water close to the shore. Not much water vapor in the air to cause rain.
