In my note to the Utility Commission in NS, after explaining the whole situation, I stated the following:

Are Canadian engineers stupid? Well as one Canadian trained engineer to another, I would emphatically state NO. However, budget and money types are the same the world over and I have seen many cases over my career of short-term financial thinking resulting in constraints being placed on engineering staffs.

He was the only engineer on the commission and also went to Dalhousie (my alma mater). As is the norm in Government, all the others were Lawyers.

Not hopeful on a response, but was angered enough to send it. He was a power systems guy - so not sure he would get the technical side of my argument.
