That is incorrect. A stock buyback resulting in treasury stock reduces the float (outstanding shares) which does affect the calculation of book value per share and earnings per share.

What a buy back here means is the company has money and knows it can make money to pay for the buy back. It is a good sign no matter how big or small a company is.
