What is interesting and very frustrating with this problem is the Dell tech that spent 3 hrs. on the phone with me tried all those things. He took over my old computer and installed OS installation media from Microsoft's site on my USB thumb drive. Before trying to use it I disconnected all drives, including removal of the M.2 SSD. Since I was performing well above my pay grade, Dell agreed to replace anything I damaged in the process.

We then booted from the USB and still got the blue screen. So we then did a "RAM dance" (?), testing each stick of memory in each slot. After 16 attempts, when my fingers were almost raw, we had produced 16 blue screens with the same set of error messages I've been getting all along. That resulted in their decision to replace the motherboard.

After motherboard replacement all components passed the Dell diagnostics, but the computer still wouldn't boot from either the SSD or the USB stick. It's a good thing I don't have hair left on my head or there would be a pile of it on the floor!
