Harvey will cause massive sea surface temperature cooling in the western GOM.

Of course that is true; that is why cyclones exist, to redistribute energy. And the more energy that is stored in the ocean, the best measure for which is SSTs, the more intense the cyclones need to become to redistribute that energy.
