What you see as the "Middle-Class" of China coming and going are actually the most successful and wealthy business owners - and in China your business success usually started with fortunate family connections to government officials.

China has put the brakes on how much money these "business people" can take out of the country, so their coming and going is diminishing unless they had already gotten enough out.
