Greece has had a crooked and self-defeating culture certainly since they became part of the Ottoman Empire, which is to say since the 1400s - roughly 600 years.

Was Greece ever great with a prosperous and honest citizenry prior to 600 years ago? They most likely fell into the Ottoman net due to existing cultural rot. I don't think that really matters and it has certainly not left any cultural heartbeat in the citizens who live in Greece today.

I'm sure your Greek landlord in England knows how lucky he is that he left, but of course his English neighbors are probably not that keen on the fact that he's there. Many probably hope he'll be deported after Brexit, what ever that turns out to be.
