You can find your state's poverty ranking here by looking at the last column--the supplemental measure column. It looks like DC is the second worst.

Mississipi, always considered as having the highest poverty rate in the nation, comes in with a score of 16% of population living in poverty while California has a score of 23%.

This impacts the distribution of money for Obamacare. 40% of ACA funding goes to a cluster of either 4 or 5 particular states. But these states only have 20% of the US population living in them. This is why some Republicans argue for ACA funding to come in the form of block grants to each state.

Personally, I'm not sure I agree but it's an approach that probably should be discussed.
