The estate tax provision raises a paltry 20 billion, about 1/2 of 1% of the 3 trillion we raise in tax revenue. It has to real meaning in the budget, other than as a punisher for success.

Compliance costs alone are far more than that I would imagine. For example, when I had clients facing estate taxes, it was common to have them set up an insurance trust with an expensive whole life policy to cover the potential estate tax liability. insurance agents loved it. As did tax attorneys and us. IRS got its money little bit of money, but the insurance company made out like a bandit.

Just seems like a waste to me.
