We can start by taking care of the people in Houston before we take care of the corporations. Let's use corporate money to give everybody in Houston and beyond an electric car and solar panels. They will get insurance money for their cars and buy what they want. They already get tax credits for electric cars. They could well buy an electric car with their insurance proceeds and get money back as a result of the credit. That's quite enough.
