This is true. I was thinking primarily of beachfront owners along the entire coast as well as folks building houses in interior flood plains.

I live in an area of flood zones caused by the many, many creeks that crisscross the Ozarks. In fact, my house is about 300 feet from the edge of one. On a regular basis, the creek there will flood, and overtop a bridge across it. While I was gone this summer, it flooded in July and created the biggest pool of water ever, coming up to the corner of my street. I'm not worried because I'm one of three houses that sit atop a knoll of sorts. My front yard and driveway are steep and backyard is pretty flat. And I have crawl space that lifts the house higher. But............

These creeks can be amazing, worsened when folks upstream don't clean them out of debris from a previous flood event. A friend bought a 20 acre tract of land and when building the house discovered it would be in a flood zone. I went out one day, we found the creek by using binoculars and scoffed because it was so far away and the plain down to it was steep. Nevertheless, her husband insisted on building the house about a foot higher and situating a tennis court they wanted on higher ground.

Finally one year, the valley flooded and water took out the swimming pool and one corner of the tennis court and stopped about 2 feet from the back door.
